  • all the 9 major cities, 
  • all the 109 amalgamated municipalities (novads).
 Main objectives
  • development of municipal policy in Latvia;
  • municipal problem solving;
  • protection of local government interests.
 Tasks
  • to represent interests of the LALRG and its members in the state authorities and administrative institutions;
  • to develop opinion of the LALRG in the policy of Latvian local governments according to proposals of local/regional  governments, their associations and unions;
  • to facilitate co-operation among Latvian local/regional governments, their associations and unions;
  • to secure local governments with information and required services;
  • to organise training for local government deputies and employees;
  • to facilitate social protection of local government employees;
  • to facilitate establishment of enterprises for solving issues of common local government  interest;
  • to facilitate co-operation with local governments and their organisations abroad;
  • to organise establishment of local government information processing system based on unified principles. 
Members
The members of the LALRG can be districts, rural and amalgamated municipalities, town and city local governments. Local government becomes a member of the LALRG at the moment the Council’s decision about the joining the LALRG is registered in the Board of the LALRG.
Congress
The highest decision making body of the LALRG is the Congress which is convened at least once a year. The Congress has an authority to make decisions if it is represented by more than a half of the members of the LALRG. The resolutions of the Congress are adopted by the majority of votes of participating delegates
Council
The Council conducts the activities of the LALRG between the Congresses. Not more than 118 representatives of local and regional governments are to be elected to the Council.
Council meetings take place at least once in a quarter. The Council has an authority to adopt resolutions if more than a half of the Council members participate in the meeting. The resolutions are adopted by the majority of votes of participants.
Board
The Board of the LALRG administrates the work of the LALRG between the Congresses. The Board authorises concrete members of the Board, managers of the standing committees, as well as the developers of concrete draft laws and normative acts to represent the LALRG and to inform about its opinion on a particular issue in the Saeima (the parliament) of the Republic of Latvia, in the Cabinet of Ministers (the government) and other institutions of state administration, as well as in international organisations.
In the framework of the LALRG at present there operates
  • The Association of Latvian Rural Municipalities;
  • The Association of Executive Directors of Latvian Local Governments.
Committees
There are 5 committees working in the LALRG:
  • The Committee of Finance and Economy;
  • The Committee of Education and Culture;
  • The Committee of Social and Health Issues;
  • The Committee of Regional Development and Co-operation;
  • The Committee of Technical Issues.
Auditing Commission
There are 5 persons elected to the Auditing Commission and it conducts its work according to the Regulations approved by the Congress. The Auditing Commission controls financial activities of the Council, the Board and the administration of the LALRG as well as the implementation of resolutions of the Congress, the Council and the Board of the LALRG, complying with the Statute of the LALRG. The Auditing commission reports to the Congress of the LALRG.
Administration of the LALRG
The administration of the LALRG performs its activities in accordance with the regulations approved by the Council of the LALRG. The structure of the administration, personnel and salaries’ fund is also approved by the Council of the LALRG. At present there are 28 persons working in the administration.
Tasks of the administration
  • to represent interests of the local/regional governments in the state authorities and administrative institutions;
  • to organize the preparation of the adjudgements on draft laws made by the government;
  • to organize the preparation of the Letter of Agreements and Disagreements by the Cabinet of Ministers and the LALRG;
  • to perform the functions of the secretariat of the LALRG;
  • to secure local governments with information and the services required;
  • to facilitate co-operation among Latvian local/regional governments, their associations and unions;
  • to facilitate co-operation with local governments and their organisations abroad;
  • to analyse problems in the sphere of the local/regional governments and to offer them for the discussion among politicians.
Enterprises of the LALRG
1. The association of local and regional governments “Local Government Training Centre of Latvia”. It was founded on March 18, 1993. Its basic objectives: the organisation of training of local and regional government politicians and employees, the exchange of experience, mediation and other activities.
