ENOVA is also backing hard investment both in public and private sector. They have recently opened a web portal dsiplaying how far municipalities in their planning processes .

About 30 planners and decision makers gathered at the Zen Spa resort in Rømskog (Østfold county, Norway). The new spa hotel is itself an environmental friendly and beautiful designed piece of architecture and acted as a perfect frame around the successfull event.

The project manager Lars Tore Martinsen had support from a range of speakers. Ms.Line Henriette Holten Hjemdal represented the Norwegian Parliament and pointed out that Norway is way above many other countries per capita when it comes to CO2 emissions. In 2008 Norway's emissions were 53,8 mill tons CO2 in total.  She stressed the responisbility for all parts of society to reduce emissions and implement more environmental friendly strategies.

Ms.Torhild Kongsnes fom Østfold County Council presented the regional strategies and objectives which is adopted in the new county plan Østfold 2050.

The kick off manifested a will of trying to work together across borders in order to achieve concrete results.
